Funny, this occurred right before the full assumption of power by Italian dictator Benito Mussolini. Mussolini had already been influential in Italian politics since 1919. Around which time he formed the fascist party, on March 23, 1919. He also was an avowed racist, especially concerning the people of Africa. In 1921 the Fascisti, led by a close confidant of Mussolini's, Dino Grandi, formed armed squads of war veterans called Blackshirts, (squadristi), with the goal of restoring order to the streets of Italy with a strong hand. The blackshirts clashed with communists, socialists, and anarchists at parades and demonstrations.
So naturally, Mussolini would desire to disarm any opposition to his quest for power. Which is the same exact trait that ALL totalitarian regimes have in common. Disarm their real and potential enemies, and then totally seize power.
Any one that thinks it can't happen here, is woefully ignorant of the history of human nature. Just ask any Native American, or African American. Power corrupts, and always seeks to enlarge itself. Which of course always leads to absolute corruption, and inevitably destruction.

"Those who cannot remember the past are condemned to repeat it."
