Oh yeah, it was a "good one" alright. For Russia certainly did keep "tabs". [Much like our present government desires to do]. And here is the result of Russia's later 'gun control' act of 1929, (Art. 182 Penal Code):
From 1929-1953 at least 20 million anti-communists/Stalinists were rounded up and slaughtered. And an untold number cast into various prisons and gulags. With a very large number of those never returning. Naturally, those tabs that were prepared earlier in the century played a huge role in the round up of both firearms and those that owned them.
